EPA, and Sam Bray’s “Necessary and Proper” and “Cruel and Unusual”: Hendiadys in the Constitution was cited on Thursday by Justice Gorsuch’s dissent in Lac du Flambeau Band of Lake Superior Chippewa Indians v.
